General rules for obtaining a tourist visa to the Russian Federation in 2022

To obtain a tourist visa to the Russian Federation, a citizen of a foreign state must apply to the Russian embassy in his country.

To apply for a tourist visa, the applicant must submit to the embassy:

  • passport, completed visa application form, two photos (see “Required documents”);
  • contract for the provision of tourist services;
  • confirmation of the admission of a foreign tourist by an organization engaged in tour operator activities.

Tourist visas can be single-entry or double-entry valid for up to 30 days. Confirmation of a hotel reservation is not a basis for issuing a visa. In case of refusal to issue a visa, the paid fee is non-refundable.

Required documents:

  • Passport or ID

A valid foreign (diplomatic, official, ordinary) passport or other identity document recognized as such by the Russian Federation.

The passport must not cause doubts about the authenticity and belonging of its owner, contain marks, reservations, notes, erasures and corrections not certified by the competent authorities of the relevant foreign state, torn or embroidered pages, must have at least two blank pages intended for visas, its validity period should not expire earlier than six months from the date of expiry of the visa.

  • Completed visa application form.

  • One photo is 3.5 x 4.5 cm in size.

A 3.5 x 4.5 cm photo (either black or white colour) with a clear full-face image without glasses and without a headdress (with the exception of foreign citizens for whom permanent wearing of a headdress is a mandatory attribute of their national or religious affiliation, provided that a foreign citizen is depicted in such a headdress in the passport photo).

  • Document on payment of the consular fee;
  • Contract for the provision of tourist services.
  • Confirmation of the admission of a foreign tourist by an organization engaged in tour operator activities.

A visa is issued only after submitting a full set of documents to the consular institution. The set of documents for visa processing must be provided personally by the applicant or his legal representative. After receiving the documents and paying the fee, the applicant receives a receipt indicating the date when the visa is ready. A receipt must be submitted to obtain a visa.

Pay attention:

  1. When obtaining a visa, the applicant must check the correctness of filling in the appropriate boxes in the visa: surname, travel dates, passport number, date of birth, etc. and, if necessary, immediately return the visa for amendment.
  2. Regardless of the multiplicity of visas received, the total period of stay of a foreign citizen on the territory of the Russian Federation cannot exceed 90 days during each 180-day period. This provision does not apply to foreigners entering on work and study visas.
  3. The Consulate reserves the right, if there are serious grounds, to refuse to issue a visa to the applicant.
